Property use and zoning in Baja

Does anyone know about, or have experience in re-Zoning of property in Baja? I'm most interested in finding someone in the Todos Santos area that has experience with the zoning plans/changes there.

I have several questions if I can find someone that knows about this subject.

Thanks in advance.
