construction at TJ/SD X-ing finished?

Hi al,

Did the crossing maybe a month or so ago and there was a convoluted detour in the lanes heading to SD (at 1st light coming in on the one). Is this finished yet? if not we will cross at Tecate.

They have mad a lot of progress and it does look like they are getting closer but my guess is that they are a couple of weeks away from completion unless there is some other step to the construction I am missing.

The change should help the flow of traffic there significantly on the busier days...
