San Quintin Launch Spots?

I have read some pretty encouraging posts regarding the kayak fishing opportunities in and around the mouth of bahia San Quintin. I know the run out from the "Old Mill" ramp is pretty far for a kayak(like 8 miles). I was wondering, how close can you get in 2wd(that is safe) to the mouth coming up the south from the Cieto Liento(sp?)? Seems like you could launch in the surf outside the bay, and paddle up to the mouth, I was just trying to figure out how feasible that is, since getting caught in soft sand is not an option, either is getting robbed by locals(I have heard lots of negative stuff regarding San Quintin in general regarding thievery). Any advice would be greatly appreciated!
