So what happened with the narco truce? A truce? Who knew? You mean the Mexican gov't just can't trust these guys to work out their "problems" on their own? And why would the narcos start scaring tourists like this again by dumping headless bodies on the toll road instead of eastern TJ and Blvd 2000?

The truth is the Mexcain gov't knows it can't win this fight right now and really doesn't want to go any further before the coming election cycle. There really isn't time before the next elections to make the next giant step needed to really win this war (erase the corrutpion from drug money at ALL levels), so they have decided to let things quiet down on their own.

These groups had a "truce" that was apparently good enough for Mexico right now- just close your eyes and it will all go away. Now I understand how why the mayor of Rosarito, the biggest narco in the area (snr Teo) and the police commanders can all drink and party with their entourages within a hundred yards of each other at night. I bet they pickup each others bar tabs for fun!

And for sure if there is a truce- everyone is still taking money from both sides as life and business in Mexico as usual goes on...

I understand the logic behind your thoughts. But, won't Calderone and much of his party be toast either way? The way I see it, he can't win for losing. Running on the platform of having gone straight ahead against the drug gangs only works if there is demonstrable success. If, as you note, the plan is to back off and let things quiet down, do you believe tha cartels are going to be a party to that strategy? I can't see them wanting Calderone re-elected. JMHO.

I would not want to be cruising down on the scenic road and come face to face with this. They need to get a handle on the violence.It has not been a good news day in Mexico.:(

The elections are about the party- PAN or PRI, not the person. The winning party controls everything, most important of which is all the gov't jobs. Almost everyone in most every office starts from stupid all over again. I didn't mean to imply Calderon is important. He's going to be happy to retire and get out of politics and probably get out of Mexico too.

Here's my version of the "war" :
Calderon picks fight with Narcos to quell turf war violence, Calderon errs by believing more police, judges and military commanders were "clean" than actually were, many narcos caught- many corrupted officials exposed, narcos call truce until heat is off, gangs branch out into kidnapping and extortion in mexican neighborhoods in the meantime, Calderon asks US for techincal help while blaming problem on USA drug users, Narco truce allows corrupt to continue to benefit while local police are supposed to handle the neighborhood drugs gangs, local police not capabale of this with their lack of weapons and training. Repeat.

And as the military attacks the drug cartels, the cartels have been branching out into other criminal activity. Ziga says Juarez has seen a huge rise in kidnapping and extortion recently. "This is precisely a result of the pressure the army is putting on the cartels," he says.
