It's a "NO." AFN was doing a Mexican April Fools’ joke on their readers for December 28, 2009. Today is Mexico's April Fools' Day called Día
de Los Santos Inocentes.

Today AFN is reporting that someone has placed four large canvasses around Tijuana depicting two men involved in a homosexual sex act with the head of
El Teo as the receiver and another drug guy names El Mayo as the giver. Sounds like someone in the opposition is trying to anger El Teo to the point
he will do something stupid and expose himself so they can kill him, or it’s a new ploy by the government to get El Teo to surface. Both are
reasonable to deduct from this.

Wow! That kind of insinuation would be difficult for someone of Teo's prominence to, ahem, swallow without getting careless and retaliating.
This charge would be the ultimate of insults and he would have a hard time just ignoring it. He has to be outraged and humiliated.
