American arrested in TJ for Kidnapping

It says William Calvert Garret, 58, kidnapped a 22-year old American from San Diego and held him captive in the Eastern part of Tijuana. He then demanded a $5,000 ransom from the father of the victim. The father notified authorities and then met Garret at a fast food restaurant near the San Ysidro border where Garret was arrested. Here is his picture:

TIJUANA – A U.S. citizen who admitted he kidnapped a young American and also tried to blackmail the father of the victim was arrested by Baja California State Police (PEP) agents.

After receiving a phone call asking for a $5,000 ransom in exchange for his son, the father of the 22-year-old victim came to Tijuana to report the kidnapping, the PEP said late Monday.

A police international liaison unit investigation led to an operation in the Colonia Federal area, located near the San Ysidro port of entry on the Mexican side and the arrest of Garret William Calvert, 58.

Calvert confessed to the agents that he tried to pass as the father of the victim and took him into a rehab center located in the Eastern area of the city. He also stated that without his authorization, the victim could not get out of the place.

PEP officers went to the center and released the victim, who immediately was put in contact with his father.

According to information obtained by the PEP in coordination with U.S. authorities, Calvert has a criminal record in the United States for possession of narcotics.

The victim had to have been retarded. Even if he didn't speak Spanish, there must have been a number of people in the center who spoke English. Not to mention that I can't believe any legit rehab center would not thoroughly check ID. Especially so they know if they are going to get paid. Sounds like the TJ version of urban legend.

This can't be a true story. It doesn't include a cartel leader like, Teo, Mayo, Leo or Feo. Those are the guys who create ALL the crime in Baja toward Americans. This kid must have been a tourist, right guys?

I know the real story...the kid was sleeping in one of the lifeguard towers along the beach in ROSARITA and then...

You two guys can complete the story with your normal skills.
