For all of us who wondered out loud why the UT and others don't report crime- now we know why.

"In an effort to reverse the poor image of Baja California, Tijuana particularly with respect to security, the Secretaria de Turismo del Estado (SECUR) has prepared the implementation of two new strategies: To move directly against anyone who generates alerts and to begin a political campaign with the help of the Secretaria de Relaciones Exteriores(SER).

...in 2009 there was an investment of more than 60 million pesos from cooperative agreements between the Council of the Mexican Tourism Board (MTB), the state government and the private sector participation to achieve this goal.

In order to enhance media presence in southern California, these groups have been approached:

California Automobile Association (AAA)
Newport Beach Sailing Association
The Editorial board of the Orange County Register
The San Diego Union Tribune
ABC and NBC of San Diego "
