Since knowing how to drive isn't a requirement...

I doubt it.

Yes my friends boyfriend is a Mexican, she moved down here to be with him after, well guess we know that, so the reason he is giving her is that it is a requirement, yet he drives her car with US plates. I just feel something is waaaaaay not right here.

Since driver's licenses are issued by each (Mexican) state, it depends on the state rules.

For example, here are the rules for Baja California:
http://www.bajacalifornia.gob.mx/portal/servicios_veh.jsp

So partly yes, either a voter's card OR a Mexican passport (or a military release) is needed for a Mexican.

I would be concerned about why this boyfriend does not want to register to vote. Maybe needs to keep a low profile?

Rob

your story is confusing. are you saying he drives her car, but does not allow her to drive his car, and someone lacks a mexican DL???

if you want a DL, just ask the issuing agency what is necessary and then do what is necessary.

Yes he drives her car, he was deported a while back to here, (Baja) he has no car, no license, no nothing and is turning into a control freak and I see no way out for her until she opens her eyes, but at least I can know the facts and relate them to her. As for opening their eyes I could not agree more....

That is the most important piece of ID in Mexico. You can not get or do anything without the Voter ID card. The Federal is the one that is the most important.

They call it "the cartilla" and is issued by the Instituto Federal Electoral... "Credencial para Votar".

Kind of like a Social Security number/card is required for almost anything except crossing the street in the USA.

The cartilla is from the Military.
Males must have that. You had to serve 2 years on weekends to get it.
It is not the Voter Card.
The Voter card is Credencial para Votar it is issued IFE.

You get one when you turn 18. Some have to be renewed and some do not. My daughters does not have a renewal date. She said she does not know why that is. But it is not a once a year thing. For the upcoming election you can not vote in it and you can not get a card until after the election if you don't have a card right now. Election July 4Th always on Sunday.
