No cleanup in huge TJ sewage spill

"A mechanical breakdown and construction work at some U.S. sewage facilities allowed more than 2.1 million gallons of wastewater from Mexico to flood
the Tijuana River Valley in San Diego County in early June. The source was uphill in Mexico, where an estimated 5 million gallons of sewage were
released June 2 and 3 and then funneled to the United States through Smuggler’s Gulch. On the U.S. side of the border, that region is sparsely
populated by farmers and ranchers. Much of the nearby land is protected habitat for birds and other species."
The remainder of the nearby land is unprotected habitat for the human species and some IB surfers.

Before everyone flies off the handle, if you read the article the release on the Mexican side was intentional and necessary to fix a pump. The sewage
was supposed to be picked up and treated on the US side but the US was repairing its equipment too and its capability was diminished. A pump kept
overheating and tripping off, resulting in the spill. The US did capture 2.9 of the 5 million gallons. 2.1 million gallons spilled.
Left hand, right hand thing.
Also, if the US facility was a local gov facility it would be subject to fines under the Clean Water Act, but it's a fed facility and exempt.
A top regulator at the San Diego Regional Water Quality Control Board said he doesn’t plan to issue fines because the U.S. section of the
International Boundary and Water Commission is exempt from them under the principle of sovereign immunity.

I just think that with two governments, millions of dollars, years of planning and talking, that these things still happen. So-called "protections"
and laws for health and human safety, required mechanical inspections, a Bureau of this and that - and still, crap flows downhill into the ocean. Has
anything really changed in the past 50 years there in spite of it all? Mankind and his "progress"

i just wanna know
why the spill happened over a month ago and this is the first report? WTF??? i hope i'm wrong (flying off the handle?) and just never saw an earlier
report.....

If it had rained since, they probably would have had the contamination signs out in IB. No blood- no foul. Next rain I guess.
