 Authorities are investigating the death of an Ensenada councilman who was shot to death early Sunday as he left a downtown bar.
 
 Arturo Castellanos Ruiz, 49, was a member of Mexico’s Institutional Revolutionary Party (PRI) who took office in December. He owned a money exchange
house and had links to an Ensenada public transportation company.
 
 Castellanos died shortly after police arrived at the scene outside the Los Mostachones, a bar and table dance establishment. Investigators counted a
dozen casings from a .45-caliber pistol and a 9-mm handgun. An abandoned pickup believed to be the getaway vehicle was discovered two blocks away.
 
 The Baja California Attorney General’s Office had not announced a motive for the crime as of Monday morning. At a news conference Sunday in Ensenada,
municipal authorities said that the crime does not appear to be linked to organized crime, the website www.ensenada.net reported.

believe organized crime had a hand in it.

 He was whacked because he wanted to enact some changes in the way transportation associations do business in TJ and Ensenada. He was part owner of the
"Rojo y Blanco" transportation line in TJ.
 
 He had received death threats as far back as a year ago from what is presumed to be association members. He had already sent his family "elsewhere" as

 A Mexican national wanted for the murder of a Baja California city council member has been apprehended by U.S. Immigration and Customs Enforcement in
Salt Lake City, the federal agency reported Friday.
 
 Saul Camargo-Avendano was arrested sometime in December by local police on an unspecified offense and handed over to ICE Enforcement and Removal
Operations (ERO) officers. Federal officials took Camargo-Avendano to San Diego, Calif., on Wednesday, where he was turned over to Mexican officials
at the San Ysidro border crossing.
 
 ICE records indicated that the 41-year-old was a possible suspect in a February 2011 homicide in Baja California, a Mexican state just south of the
border with California. Ensenada city council member Arturo Castellanos-Ruiz was killed in connection to what local authorities believe was a labor
dispute. Camaro-Avendano is one of seven people charged in connection to the murder and the second suspect to be apprehended.
