Military Mobilize against Police in Constitucion, San Carlos, La Paz and San Jose del Cabo
There are reports recently that Military has begun to mobilize to increase their presence within BCS cities to contradict local Police agencies,
presumably to fight corruption, police drug dealing and other criminal activity within Municipal Police offices.
Currently there are Hummers parked outside Municipal agencies, and on roadways, planes visible and increased military presence everywhere outside of
Municipal offices.
Question, why now?

Yippeee!!!! I have been waiting for this to happen. I hope they are here to stay. I also hope it is true.
The military presence is good. I hope they set up more road blocks as well to cut down on crime. The soldiers are nothing to be afraid of as everyone
who has driving baja knows. they are polite, respectful of property and they are almost uncooruptable!
This is a good thing!

I dunno....On the last Military checkpoint I went through in my RV the Marine inspecting the refrigerator helped himself and guzzeled one of my
cervesa's down in record time.
Sped up the process though.
They are, by and large very respectful.

The head of the Baja State Police (Captain Montero- military background and former head of the Rosarito police) said he is going to be taking a more
active role in Rosarito security because the police force is currently overwhelmed by the increase in crime and they don't have the guns or manpower.
As most people know- the commander of the Rosarito police was killed in front of his wife and two sons last Sunday.
The last plan I heard was the local municipal police forces would be scaled back to the role of preventing crime in favor of a military-trained Baja
State police force that would handle the big stuff. Maybe the severity of the offences in BCS made the military step in now. I think Montero was
hoping to be ready in time to fix these problems- but the military and Montero are basically the same thing. It'sgood and step forward imo.

Just got back from San jose del cabo/cabo san lucas from a grocery trip. The san jose cop shop was in lock down, we didn't see one cop on the streets.
The gates were closed and all the cop vehicles were locked up inside the compound, with 100's of cops wallking around. I didn't see any military at
the cop shop.
I did see a troop hauler on the coordidor btwn san jose/cabo...
Now for the interesting part... while at Costco, 5 heavily armed( m16's, bullet proof vests, sidearms...basically swat cops came in for pizza...They
were the new state police, they have brand new silver dodge chargers. These guys looked very serious, so much so that the pizza line which was long
shrank dramically when they showed up, no one wanted to go near them.
My guess is that bcs is now going to run by the new state cops, that I have been hearing that were going to take over duties, all over mexico.
Supposively the municipal guys were to be disarmed and were going to only be in charge of traffic, parking...basically small crime.
From what I saw today...I think the time has come and I applaud it. hopefully change is happening in BCS

yada, yada, yada....the above bit about mulege was about a few guys up in santa rosalia that didn't quite have it together...and it took place a
couple of weeks ago...just want a heads up on this...they havent taken anyone out of mulege.....yet!!!!!....i'm standing by

i tell my wife every time we pass troop haulers and i wave at them, "if those kids can't do it, Mexico is doomed." let's hope this is a step in the
right direction.

funny thing happened northbound at ensenada last week. the soldier was friendly and asked me if we had "armas blancas?" i said "cuchillo" and he shook
his head no. he couldn't find the right words.....
all the while my tool, er, machete was plainly visible next to the center console.... i guess they want us totally defenseless, or did i
misunderstand?

While making arrests for corruption is encouraging, a large percentage of arrests by the Mexican police are dismissed because of poor quality
investigations. If the police cannot do proper criminal investigations to survive trial, it is unproven whether the military, who are presumably not
trained investigators, can do a better job.
Arrests make headlines, but it is convictions that make progress.

The legal reforms aren't working yet. They had the first open trial in Baja few months ago- and I think the defendant failed to show up. Instead of
waiting for the legal system to be effective, they have decided to methodically dismantle the municipal police forces. Just a work-around. Local
police cannot apply to become part of the new state police force without having a military background- period. I not only wave to the new state
police and military- I say "welcome and thanks for coming!".
Mexicans cannot stomach martial law and no political party will touch it. The point of martial law was to use the military courts instead of the
previous legal system. A militarized State Police system still needs a fast learning curve in the new judicial system to be effective, but a clean
policing force people can trust is a good start.
