Surprise drug test for 200 Rosarito City Employees.


They were invited to a conference, but once there were drug tested with the PGJE present to verify fairness. I believe they were lured to the conference with free donuts. Doping results due this afternoon. We were going to head over to the Palacio tomorrow to pay for our concession... now maybe Wednesday. ;) (Just kidding about the donuts)

Can you imagine a city gov't pulling this in the USA? I invited a couple ZOFEMAT guys in the house for a beer Friday, but they said they had the City truck so had to settle for Cokes. They really did want the beer though. Good boys.

They were invited to a workshop, but upon arrival at the agreed location, the City of Rosarito workers were met with surprise that they would undergo a drug test. The Mayor Roberto Perales requested the cooperation from 200 trusted employees, including secretaries, directors and department heads, stipulating that the rank and file would be tested at a later date. He said that the practice of this test will reveal the state in which employees work and that if any of them tested positive will be subject to a penalty as established in the regulations. He said results of doping test would be announced in a few hours, and present at the tests were staff from the PGJE to ensure transparency. "

Yeah....as strange as it may sound, it's getting harder to give a beer to an employee of a utility any more. I had a guy from the phone company be almost offended when I offered him a tip, and the propane drivers will refuse a beer every time.
What happened to this place? :lol:

So many people like us gave the trash guys beers as tips that they crashed the truck. We were without trash pickup for few weeks. So now we give them Cokes.

Transparency is the new buzz word down here. It's no replacement for efficiency though.

"We will work together to ensure the public trust and establish a system of transparency, public participation, and collaboration." That's the way the Obama White House uses it, not sure what to look for in Mexico. It's not Transparency International though:

Instead of giving them a blood test the mayor should have checked their pocketbooks and bank accounts. ;D

Random drug testing is more prevalent in the USA in the private sector area, but not in the government sector. The employees rarely have a say in the matter in the US where random drug testing is a way of life in the US depending on the job industry and the state you live in. Pre-employment drug testing is real big in the US too.

Perhaps Mexico/Rosarito needs their own version of the ACLU which tries often unsuccessfully to block random drug testing by companies in many states in the US. Nobody likes drug testing, especially when you give your employer no cause to think that you are on drugs.

Regarding the bribery claims from " Transparency International." I'm sure a bribe or a mordida do take place in Mexico quite often, but I"m sorry "Transparency International" is not a credible source. Transparency Internationale has their own transparency problems. TI doesn't disclose their corporate, bank, and right-wing agenda which is often detrimental to the poor countries they are talking about, and they rarely if ever report their corporate or bank sponsors for the evil deeds they do.

"Transparency" group debunked over right-wing ties

If you come across any report put out by Transparency International, it's as good as a paper airplane or toilet tissue.

TI claims to be an organization to fight government corruption around the world. Ironically, the group's own lack of transparency and attempts to manipulate coverage of itself discredit its claim.

When someone noticed that the Wikipedia entry about TI was virtually identical to the group's own description of itself on its website, a red flag went up. When others attempted to correct this, however, suspicious commenters accused these updates of "smearing" TI.

Although Transparency International claims to oppose corruption, the group was funded by Enron, an energy giant that was the focus of a major accounting scandal in the early 2000s. It was also funded by Boeing while one of Boeing's top execs was imprisoned for corrupt activities.

TI also threatened to sue a German blogger in 2006 unless she removed a blog entry that criticized the group.

TI's Venezuelan bureau is staffed by operatives tied to organizers of a failed right-wing coup against democratically elected President Hugo Chavez. One of these staffers worked for a right-wing think tank that was funded by the Bush regime using American taxpayer dollars. Several personnel from TI's Bosnian branch have been accused of racketeering.

Meanwhile, TI refused to expose corruption in the U.S. government under Bush. TI's laughable Corruption Perceptions Index gave high marks to the Bush regime and has given a very high ranking to the totalitarian dictatorship in Singapore, despite widespread public corruption there.

Even though TI's idiotic blubberings don't square with the facts, the media machine still doesn't seem to have caught on.

My observation, was about the "words" Washington comes up with to "redefine" rather simple concepts.... not groups which adopt "names" for what ever reason...

Transparency = telling the truth and/or full disclosure...

Harmonization = no duplication of Laws and Regulations...

In California, this was accomplished via AB 1111 back in the mid 80's ... which required a full review of ALL current laws and regulations BEFORE another NEW one Law and/or reg was adopted in Sac.... gee, wonder what happened to that ...used to be a killer for a while...

Well you just linked "Transparency International" and that's the same thing as quoting them.

The only thing I'm dong is merely pointing out that " Transparency International" has their own problems with "Transparency," and isn't a true non partisan think tank like group out to rid the world of corruption worldwide and make this planet a world free of corruption.

I find their mission statement quite funny considering "TI" does their bidding for multinational corporations and international banks like the "World Bank" that see corruption as being the number one threat. That's funny because many people see multinational corporations, and the IMF and World bank as the number one threat to the world, the environment, and other countries natural resources.

Another Joe poser lie? What do you mean Woooosh? I merely said a fiend of yours often quotes " Transparency International" and your friend I was talking about is Fulano, aka the banned Jenny. I wasn't talking about you, but I did think you probably got that quote from Fulano because he has quoted "TI' a couple of times. But I see now you actually got it from Wesson.

Another group you should watch out for is "The Center for Immigration studies"( CIS) They are the same people mixed up with John Tanton( white supremacist) , and the " Federation for American Immigration Reform (FAIR). These types of groups are nothing but "white nationalist" think tank that write dubious immigration studies.

The "Southern Poverty Law Center' and other human right groups have exposed CIS and FAIR as being nothing but hate groups.

I'm just trying to help you out here Woooosh. Make sure you know a little about the sources you quote. Your buddy often quotes CIS and FAIR too.

Surprise drug checks. Absolutely .....positively ...a good thing. These fools on drugs are lost in space... at times. Imagine a clerk at the court house processing your legals....he/she is stoned...and makes all sort of mistakes. You'll pay later for this fool's drug use.....trying to straighten it all out.


Garbage collectors driving a 4 ton machine.....stoned? Nay....I dont want that either. bad enough having employees on a trencher...so messed up...they chew up the underground utilities. Wish I could spot check.




Old people are like the old cars, made of some tough stuff. May show a little rust, but good as gold on the inside.
