New Northbound On Ramp to Blvd. 2000 From the Toll Road Under Construction

On our trip north into Rosarito today, we saw an mostly finished and leveled, dirt on ramp that will give access to Blvd. 2000.

Pretty soon, there will be no need for Baja travelers to exit northbound at the Puerto Nuevo off ramp and bounce through the potholes on the free road to the entrance to Blvd. 2000.

It's my understanding, Terry, that a toll road must have an adjacent free road.
Is there a remote possibility that they may deviate from established rules and laws?
Huh???
Ohhhh...no.

I was thinking they might try and stick a toll booth where the ramp merges with Corridor 2000

Maybe one of those "Pay to exit" booths from HWY-1 toll road.
Pretty sleazy.

There are exceptions... like Hwy. 2-D between La Rumorosa and Laguna Salada/ Signal Mountain... no free road, but the toll is the lowest, about $1.25 US

I'm sorry but putting a north bound off ramp to Corridor 2000 would be logical and makes sense.
