Looks like it's where Baja Naval is. There's a marina there already, but pretty small.
Frankly, I can't imagine where they would get tenants to fill such a place.

Good Grief, it looks like Mexico has big plans for the area. I am in Ensenada at the moment and it really lacks tourist.
I hope it works out for the area. How will this affect the existing restaurants, cinemas, etc.?

They'll fill it. There are plenty of wealthy boat owners who will do whatever is necessary to avoid paying California taxes.

Maybe. But last time I looked at Marina Coral, there were slips available. That WAS two years ago, but I have little reason to believe things have
improved.

Mexico ALWAYS has big plans.......Escalera Nautica, Fonatur developments, half completed high rises. Then reality sets in.
Mexico needs some type of completion bond in the worst way. Otherwise, we end up looking at these ugly, half completed projects for YEARS!!!
