Just ask agencies and see if they allow it. In San Diego area there is California-Baja Rent-a-car. I think Avis also does...

Avis does

and right from the San Diego airport. They were only able to rent for Baja Norte but I believe that has changed and now covers all of Baja.

I just rented a car with AVIS and didn't have any problems. You do have to buy the Mexican insurance, which was $25 dollars a day, but the mileage is unlimited. I looked at Baja Rent-A-Car, but you're only allowed 100 miles per rental day and it was more expensive because they include insurance in the price. They also don't have an airport location.

You can take an AVIS car anywhere in Baja, but only about 25 miles in if you go to the mainland. We ended up with a Pontiac Vibe, which worked out really well off the highway because it sits up higher. It's kind of like a cross between a car and a small SUV.

One last word of advice. Book online, but keep checking back on the price. I made, and cancelled several reservations because the price kept dropping as my trip got closer.
