Car permit for mainland with borrowed car??

In San Quentin I met some Germans, who want to travel to the mainland from La Paz.
They own their pickup/camper, but could not register it in their name because they have no american adress/drivinglicence. So a friend registered in his name and gave them notarised permission to use it.
At the enterence in Tijuana they were told, they could only get a carpermit, if they owned the vehicle or the owner would be a company (rental).

Does anyone had any experience with this situation and can help out these travelers?

don't know about getting a permit. do know that they must pay a deposit of 200-400 US (depends on the age of the vehicle) that is refundable ONLY if the car/truck/camper is returned to a Mexican border...NOT La Paz...within 6 months.
their further travel plans may dictate whether or not they want to even try to do the temp import. getting the money back without being the registered owner might be even harder than getting the thing temporarily imported without it being in their name(s).

years ago (when the deposit was only a credit card number) when I used to temp import my car to the mainland the registered owner had to be driving/in the car, and if the car was leased or being financed, the particular company had to give permission. as I recall, the letter had to be in Spanish.

Just off the top of my head I would say 'no chance in he;; of getting a permit, let alone a refund.

ohhh this is so complicated - when we went to the mainland with our car, we had a lot of headaches. I don't think it is possible to use someone else's car, and I was told that for me to drive, I had to have my marriage certificate IN THE CAR.

I used to have some brochures the office gave us, I will tryy to hunt it down ... the brochures were in Spanish - English - French.
