I would leave the day before get to LA spend the night there. Plenty of hotels by LAX.
Plan to travel all day long to get to LAX. Should be about 5hrs to 6hrs to get to TJ plus border crossing. He should be able to get a bus from San Ysidro to LA then catch the express bus from Union Station to LAX. All this said I would not take this route it's to complicated and time consuming.

I suggest taking the ABC bus to Mexicali. The bus depot is only a 10 minute walk from the border or take a cab for 40 pesos.
Once you enter into Calexico the bus station is just across the street and about 200ft to the left. Plenty of buses going to LA from here. The cost,San Felipe to Mexicali is less than $20. The bus station in San Felipe is before you get to the last Pemex station headed out of town on the road toward airport and Puertecitos.

The information and prices below maybe dated.
The last time I took the bus to Mexcicali the cost was about $18

I've FAIRLY recently looked into the TJ/San Felipe bus ride, not trying to disagree with previous posts, and I
could be wrong, but from what I remember the TJ bus goes
thru Mexicali, probably changing busses in Mexicali, and down to San Felipe, not thru Ensenada.
I was in SF and checked prices, as I remember one way
approx $26 to $34, bus travel in Mex is not as cheap as it
was in yrs. past. One other way is to Greyhound to
Calexico, then walk across to the ABC bus terminal in
Mexicali. The Greyhound in Calexico is right by the
border as well as the ABC station in Mexicali,
these are just my opinions, I have not bussed to SF

The San Felipe Bus Depot is located toward the south end of town. You may however......ask the driver to stop to let you off before the depot.....should your destination be in the north area. A little cash tip to the driver is expected.

Have a fun trip.
