Cancer treatment in Baja?

Given the recent changes in Medicare funding for cancer:

Can equivalent care be found in Baja? And at what cost?

What kind of visa would I need to qualify for SP? Would the tourist visa be enough, (the old FMT?)

It's for and old friend - they're not much into Mexico traveling, (I'm trying to convert them) - but are scared to death that Medicare will leave them out to die - after paying in since the program was started.

Thanks,

Neil
