What's the best thing to do?

Forgot it where? You don't need it coming back
to the US, but you most likely will need it if
getting an fmm/tourist card from Mex Immigration
at the border, if you choose to do so

Depends on what you want to do. Heading back to USA show your drivers license and explain that you forgot your passport at home. I've had people cross
with me and with no problem. In Mexico don't believe you can ger an FMM without a valid passport. Sure you will get a lot of advice on that though.

Or, like what we did 2 years ago, continue on and tell the GN border official you lost your passport and FMM, couldn't find it in the car, etc. They
gave my wife an FMM provided she paid $100 fine. My wife's passport was actually expired so we could not get an FMM at the Tecate border.

Or pass through GN early in the morning and no one will be there to ask for it.

Highway 1 is not the only road into Baja California Sur... but, as said above, they either are not stopping to check for the FMM at the state border
(on Mex. #1) or (like they did with me, last July), they wave you on and don't ask to see it.
Edit: Just because they don't look at it, doesn't mean you don't need one, to be 'legal in Mexico'!

The last I heard, crossing back in to the old country from Baja, you do not need a passport. You do however need to prove you are a US Citizen, that
is all that is required.
