Money Exchange Question

Does "Buy and Sell" have the same meaning North and South of the border, USD/MXN?

Over the years have exchanged many times on both sides of the border but never really thought about this question. I just have a few places that have the best rates, depending on my area.

Does "buy" mean to buy USD or Peso? Does the "buy" change, on opposite sides of the border OR does the definition remain constant because USD is 95%+ of the business?

I found this definition "Said another way, if an investor were to purchase Australian dollars (AUD) using U.S. dollars (USD), that investor would be selling USD to purchase AUD." Does high level money exchange operate in the same terms as the "Casa De Cambios" when you flip sides?

Thanks
