How early can one cross into Mexico at Tecate and have both the immigration office and associated bank open to obtain the FMM?

When I crossed at 4:30 PM last week they accepted my payment at the office. The bank office had closed at 4 PM.

Maybe by crossing early you can just pay at the office also?
