Former Loreto mayor (in jail) and his business partner Tom Woodard
I thought I share this translation of an article that appeared in a serious magazine, covering the ties between former Loreto mayor Yuan Yee and his
business partner Tom Woodard regarding their attempt to dispossess legitimate owners from their land in San Juán Londó and San Basilio. According to
the article, one of the victims is Loreto historian and acclaimed writer Estela Davis.

Yuan Yee Cunningham, mayor of Loreto in the period 2008-2011, is notorious for his administrative errors and abuse, generated by the dizzying power he
suddenly possessed, but finally and despite enjoying a million dollar fortune, he is now in a cold cell in the municipal jail of the city of La Paz,
in the company of his cousin and former treasurer, Oscar Aguiar Yee "El Cucho", both held by the Attorney General's Office (PGR), authorized by the
Third Judge District, to explain the embezzlement, in the lawsuit filed by the municipality of Loreto, currently under the administration of Jorge
Avilés. The embezzlement reached the figure of 170 million pesos, that were used beyond regulation. They were federal funds, destined for specific
programs, that were used for current expenses and payments to suppliers. The federal judicial branch is now investigating if the funds were indeed
misused.
But Yee's record after completing his term as mayor of Loreto, goes far beyond. Not only because Yee and his wife have acquired a residence in the
exclusive Marina South subdivision in the city of La Paz where Narciso Agúndez Montaño has another; or the fact that Yee has purchased vehicles of
recent years, or the fact that he has had possession of a couple of thoroughbred horses, headed by the famous mare Geisha, a name that underlines
Yee's oriental roots, but also the potential partnership he has formed with the American Thomas Jerome Woodard, who also has expansionist aims. The
former mayor of Loreto in his attempt to obtain land for personal enrichment, has sought to strip about 40 ejidatarios and ranchers in the region of
in the San Juan Londó of 5000 hectares, allegedly to exploit valuable minerals found underground, such as gold and zinc. Besides another 2650 hectares
to be awarded to the American Thomas Jerome Woodard through various strawmen, communal land that belongs to the ejido La Purísima, that he wants to
extend by invading the private land of Punta San Basilio, to have beaches and more mineral resources.
BORN IN 2012, SAN JUAN LONDÓ "MISSION"
While acting as mayor, Yuan Yee entered a gold rush, especially when studies ascertained that San Juan Londó was seated on an area potentially rich in
gold and zinc.
It was then, when he began to plot how to appropriate it and it worked out through his aunt Emigdia Cunningham Verdugo. Inscribed July 17, 2012 in the
Public Registry of Property and Land Registry under a process called "positive requirement" following a totally irregular process. The extensive
property, which he called "Mission San Juan Londó", came into existence through illegal paperwork, for which he had to count on the complicity of
local officials, state judges and officials of the Public Ministry of Common Law, which is cause for further inquiries.
In 2006 Thomas Jerome Woodard, who claimed he was an American realtor, appeared in Loreto and began to fool people, who believed he was a good man,
especially the ejidatarios of La Purísima. He now sustains himself as the owner of 2600 acres of land thanks to the the complicity of name lenders and
agricultural authorities. The trouble is, that now he also wants to take over an area outside the ejido property, called Punta San Basilio, known for
its beautiful beaches, and owned by local families of Baja California Sur.
Tom Woodard shares, in what appears to be a close friendship with Yuan Yee, the idea of appropriating lands that are not theirs and that already have
legitimate owners. The owners of San Juan Londó, San Basilio and La Purísima cannot explain the amount of ambition, nested in these two characters,
that apparently enjoy some protection of the authorities, although justice has already caught up with Yuan Yee.
THE TOM WOODARD EFFECT
Since the arrival of the American Thom Woodard to Loreto in 2006, to date, in 2014, the traditional tranquility of this region is gone. Having ample
sales experience, selling real estate here, with plenty of land with beautiful scenery available, ideal to be sold to foreigners, is a great business
if, with help of intermediaries, considerable tracts of land, especially at the edge of ejido La Purísima can be looted.
But particular areas, such as the San Basilio property, is owned by Mrs. Estela Davis, who received it as an inheritance from her grandfather Simon
Davis and has all her paperwork in order.
Baja California Sur, throughout the years, has been friendly to foreign nationals who come to join development efforts within the state, but they
frown upon foreigners that are looking to seize their land, abusing the naivety they think have the natives.
In the case of San Basilio, the owner has demonstrated her rightful ownership as many times as has been necessary, and has demonstrated the rightful
title of the property, but often, as happens in San Juan Londó and in many other parts of the state, authorities are susceptible to corruption for a
handful of coins, thereby destroying the rule of law.
Unfortunately, in this case, they have tried to involve the names of Senator Carlos Mendoza Arámburo and Patricia Ramirez, General Secretary of the
CDE PRI, as participants in the dispute, although they are completely oblivious to it. Some take advantage of the anonymity of social networks without
daring to go face to face, or at least, provide accurate information about the case and justify the endorsement of the above mentioned names.
I think this case represents a great opportunity for the new State Attorney General, Adonai Carreon Estrada, to demonstrate what has been promised to
society and act with the full force of justice, giving everyone what they deserve.
It turns out that the chairman of the ejido, PLACID RODRIGUEZ Higuera, has had in his hands for a couple of months now, the expert survey opinion,
that shows that the five thousand hectares in San Juan, that YUAN YEE claims to be San Juán Londó Mission, include approximately 1300 hectares of
common use land of ejido La Purísima, however Placid has not started legal action to defend the ejido, ejidatarios say, and that is inexplicable,
unless he is turning a blind eye to do a favor to Tom Woodard and Yuan Yee Cunningham.
EL Sauzoso, ANOTHER RECENT CASE.
On the 7th of this month, residents of the community Sauzoso, in the town of La Paz, publicly denounced a case of dispossession intended against their
properties.
The community of "El Sauzoso " (Rancho La Boca del Sauzoso ) of the Municipality of La Paz BCS, known by all the native people of the city of La Paz,
its inhabitants have had ancestral roots from the time of their great-grandparents and are currently facing a serious problem with unscrupulous
people, ejidatarios belonging to ejido Comondú, which are about to erase their property rights and ignore the law . To deprive them of their land they
have occupied all their lives . "
Again the same complaint: Authorities distorting the facts:
"Some families have hired a private attorney to defend their rights, but felt that some authorities or officials seem to put obstacles to their
defense work"
You may notice, in all cases of attempted dispossession there is a marked parallelism: Those who try to commit the abuse and the authorities that lend
themselves to all sorts of dirty tricks.

Ohhh...not to fret, Blanca. Our image, kept vibrantly alive by the Mexico school system, can't sink much lower since we took over a pile of their land
and invaded them with our military.

Yesterday, Saskia Van Der Elst posted an article written by a Mario Santiago, which links me to Yuan Yee and claims that we are friends acting
together to steal lands from poor farmers and ejido members. Saskia is the wife of Victor Castorena Davis, with whom we have been involved in
litigation for over five years. This article is simply absurd, has nothing to do with reality, and is simply designed to slander me to others.
Publishing falsehoods to damage another party, without even bothering to conduct any real research to substantiate the information printed, is just an
act of desperation. I have no doubt that it does not matter to the ones who published this article whether it was invented from scratch or not. Still,
for anyone who saw this and wondered what it means, I have zero affiliation with Yuan Yee, never have, and this would be easily discoverable by anyone
who actually cared about what is true. This is not the first time Saskia has posted these kinds of writings, and it may not be the last, but this does
show a willingness to say or do anything, regardless of whether it has any real merit or not.
Certainty is the child of ignorance, knowledge is the mother of doubt. Question everything!

First, my excuses for creating another account on this forum to open a topic on 14-04-2014. I have posted before on this forum, but must have
registered with an email account I currently do not use anymore.
The article I shared was written by a highly respected investigative journalist. I felt it was necessary to share this information, because the
American crook mentioned in it has made a lot of people angry on both sides of the border. Those who trusted him with their money will not recover
their investment, because he does not own all the private and ejido lands that he claims he purchased.
It is a shame that bird watcher and golf player Tom Haglund lends himself to defending this criminal. It is typical for Thomas Woodard to (ab)use a
third person to stand up for him. Tom Woodard likes to operate safely hidden behind name lenders, lawyers and partners in his criminal enterprise that
call themselves 'employees', giving them the false security that justice will not catch up with them.
Of course Mr. Woodard will say former Loreto mayor Yuan Yee Cunningham was never his business partner. Acting mayors cannot formerly partner up with
private enterprises. Under those circumstances a name lender is used, in this case, the mayors cousin Jorge Cunningham Romero acted as name lender.
Mr. Woodard is a text book fraudster who arrives out of nowhere and then presents himself as a good guy to the Loreto community, first by getting
involed with the Eco Allianza environmentalist organization an then by founding the 'Loreto historical society'. Typical moves of a con man who needs
people to see him as a valuable member of society. Later on he will try to lewer them into his business ventures and convince them to invest with him.
Since his arrival to Loreto, in 2006, he has presented himself as a 'developer' but the man has never developed anything in his life, nor does he have
one piece of real estate to his name. Not in the US, not in Mexico, Not a house, not a lot, let alone the land needed to develop a '12,500 acre
destination coastal resort community' as a boasts on his website in the US.

Most money he has raised through various web sites of investment advisors in the US since 2006 has been dedicated to benefit himself and his American
and Mexican business partners (mostly lawyers he is using to screw people out of their legitimate ownership and who might not hesitate to corrupt
public servants). The house in Punta San Basilio where his friend, former Loreto mayor Yuan Yee Cunningham and his city council were pampered at
Woodard's expense is not in his name. The land surrounding it neither. He does not own any project, nor does he write checks using his own money.
Raising money for a real estate project you don't have is investment fraud. It is as simple as that.
Mr. Haglund, choose your friends wisely.
