Obtaining Mexican Citizenship

We are trying to get Mexican citizenship for my mom. Both her parents were born in Mexico, but they are deceased. We have their birth certificates. Where do you go in TJ to obtain citizenship? We checked with one attorney and wanted over $3,000. Way too much dinero. Has anyone obtained their citizenship?

In Tijuana at the Costco just south of the SY crossing, go to the north east corner of the parking lot. Walk east along south side of the Blvd.
You will see a big three story beige building on the corner, keep walking east until you see a small courtyard with shops and a restaurant.
On the second floor east side you will see a big office with glass walls facing West.
Bingo, This is the Consule General. This is the place to get all forms and make an appt for your interview before the paperwork goes to Mexico City for approval.
