Mexicali to San Felipe road blockage

My neighbor here in San Felipe told me that as he was approaching the Rio Hardy area on Mexico 5 last Friday, there were over 30 cars stopped on the road and he thought because of the fisherman protests. The wait was too long so he turned around to get something to eat thinking it might be cleared in an hour or so. The Police didn't say what the problem was. When my friend tried a few hours later, he got through. If it was fisherman I fail to understand their logic of blocking the public...they get no sympathy from me!
