spearfishing in Loreto

The regulations and procedures are very unclear in the Loreto fishing zone, and seem to change from time to time. Is free diving spearfishing allowed anywhere? Not talking about SCUBA spearing, just mask and snorkel.... and spear of course. Hunting fish in their own element is soooo much more fun, and a much better workout then sitting on a boat, getting fat and "tricking the fish" with bait and hook.... and beer for the belly of course.

Not allowed in the marine park, you have to head a ways North or South of town.
