I listened to this story last week on KPBS regarding police wearing body cameras. Very interesting. You might enjoy it.

Orion, I think the idea is if they see that sticker on your back window, you won't be hassled.

If you have a complaint against a city official, you can contact the City of Tijuana Internal Affairs at 688-2810, 24 hours a day. You can also register your complaint, in person at City Hall, or via the Internet at the following address:

figure out what the telephone number area code XXX-323-5432 and then make up the last seven numbers. do this for SINDICATURA Tijuana, Ensenada and Mexicali then print it out so that it fits on the back of your license. put a crease in the scotch tape so when the turd grabs your license he'll feel that crease and turn it over.

the look on his face will be priceless! trust me!

I don't remember reading any direct info that those stickers
do anything, not saying they don't. If I was a Mex cop,it just
might tick me off. Never could understand reporting some
mordida attempt, as if who one who is recieving the complaint
is above taking mordida themselves

I don't think the normal policeman knows what it means...
so its worthless

best thing to do is not pay a bribe but
pay the ticket at the station

follow the cop to the station...don't get nervous...
its just business

I don't know with 100% certainty if it works, but I do know this: I used to get pulled over quite a bit without the sticker (each time bogus) and ever since I put it on my car I have not been pulled over; that was about 3 years ago. Could be luck, could be coincidence, but that's my experience. Of course, this isn't a "free pass" sticker; if you violate the traffic laws then the stop is legitimate and you have to deal with it. It's nerve-racking to get pulled over by a policeman in any circumstance, let alone in a foreign country.

As David pointed about above, the sticker is just to serve as a deterrent and to let the cop know that you know how the "game" works and you're not going to play; better for him to pull over some other foreigner.

I think many Mexican Police Officers would say "Me Vale Madre, Dame Cien Bolas En Dolares O te hecho la grua Cabron(a)."

TJ police now have body cameras. A video from a body cam showing a woman attempting to pay a bribe to a traffic cop has gone viral. She was arrested for the bribery attempt. Do not offer a bribe. Ask for the ticket.
