There must be a bus from TJ to Otay crossing. Since you said that those US hotels are "right across the border"...

I have some info in a U2U from when we did this. We stayed at the Holiday Inn as well. Let me check and see if I have anything to offer.

So, have you been able to find an "inexpensive option" to get from the airport to hotels across, without walking?

Are you looking to walk across the border? If so, there's a small shopping center in Otay, just two blocks after you walk out of the CBP building.
First Bank has a large parking lot- maybe your Enterprise car could meet you there. It's on Roll Drive. Taxi to the Otay line is $20.00, but maybe
more if you need a van...
PS - crossing the line at Otay is much easier than San Ysidro, and it's only a 10 min cab ride from the airport.

tj airport is a breese...
Off the plane you'll walk through a corridor with shops, mini bars, restaurants and fallow the crowd to the baggage area (glass wall, glass door on
right).
Get your luggage, have luggage tag checked, place luggage on xray machine, walk into outer lobby/entrance/exit.
exit front door and walk to right...under the new catwalk over to the US (not open yet) continue to taxi's straight ahead. This is a little bit of a
trek but not unreasonable.
Taxi people will tell you which one drops you off at the walk thru line. Sometimes a little longer than others but always entertaining. Stay in the
right line against the wall if you only have a passport. If you have ready lane equipped card or passport you can stay in the left side next to the
curb and it does go a little faster, but if your not sure just stay in the right line against the wall.
At 3:45 it shouldn't be to bad as most of the workers who work the Costco warehouse on the US side are already through for the night shift. A lot of
times they have one guy get in line early then others join him/her when they arrive...might look like line cutting but it's just expedient.
Thru one turnstile and a narrow walkway then into the customs lobby. Usually no problems and then put your bags through the xray machine as you go to
the exit doors.
Walk straight ahead outside to a cul-de-sac street with lots of others waiting for their ride there. A bank is on your left that has a good parking
lot to be picked up in by just standing in front of the ATM kiosk.
Are you talking about this Friday in Tomorrow or next?
The street you'll be standing on at the cul-de -sac is Via de la Amistad and is also known as Roll Dr., it is not Paseo de las Americas...that is the
next street over.
The Rental car agency should be able to find you and you also might find a cab to take you the less than a mile to the Holiday Inn.
Maybe cell phone the rental guy waiting at the Holiday Inn?

My U2U that I mentioned above has been deleted. It was good info from danaeb, who posted above. We drove across into TJ and paid for
parking............a totally different plan than yours. Anyways, good luck!

That's what puzzles me - staying in Holiday Inn - not the cheapest hotel for sure - and trying to find transportation cheaper than $20. Well, I
guess it's all about priorities. Some hotels one should stay away from. I agree that $20 at that distance is a rip-off, which seems to be a norm in
Mex airports.
Crossing in Otay - in terms of walking - is not that much easier than San Ysidro. In SY they download you at the end of pedestrian line, and they do
the same in Otay. There is few hundred meters walking in either scenario. Cab ride to SY will be a little more expensive.
