Calling to and from Mexico

Here is an informative article from Baja Insider about how to make phone calls to and from Mexico from either a U.S. or Mexican telephone. Given that I have both a U.S. cell phone using "Project Fi" as a carrier, and an unlocked LG G3 with a Telcel SIM card, I thought I'd try it out. Calling my U.S. number from the Telcel phone was exactly as described, but I did not need to enter "011" from my U.S. phone in order to call Mexico - only the "52" country code followed by the 7-digit number.

I also noticed that I couldn't make WiFi calls from my LG phone with the Telcel SIM card in it, even though that worked just fine when I was using T-Mobile. Do I need to explicitly purchase a data plan to enable that?
