That's an Agave attenuate. They are so beautiful. I once pulled off the seeds from that stalk and tried to grow one in baja but they never germinated.

I have no idea how long it takes the attenuate to grow that big, but I saw one in a cactus nursery in Matlock, in the northern part of England and
way back when, my sister gave me one and it also bloomed like this.
I didn't get a shot of that plant but I did of other beauties at the British nursery:
