Villas Cibola Del Mar

Ensenada Oldtimers-
Have childhood friends moving from Roatán Honduras to Baja. I would like to know more about this neighborhood. When was it developed? I remember seeing it in the 80's when we had a house at El Faro. Any negatives?? What is needed to know that I can't find on the internet? I drove it this AM and it is a cool funky mini Pedregal. I personally like it but hope if there is more to know, I will hear it here.

I´ve heard of some issues with the HOA, charging in excess for the services, limiting access unless they aprove and acting like a mafia against those who are not with them.

More info here:

I have friends there and family living on the street down the toll booth, cool place to live. Only thing i dont like its the noise from the trucks all day and night; and the days of the rosarito ensenada bicycle tour when one side of the road its closed and the line of cars goes for miles.
