Any clue what this grid is north of Todos Santos?

Buddy down in Todos noticed this while looking around for tracks on google maps

Giant gridded out lot, looks like a farm or failed housing development or something?

Out near Carrizal. Old failed land division complete with road signs. It's been there 30 yrs but no takers or infrastructure. Story was it was being sold to wealthy Mainland people. Large plane loaded with drugs was landed out in the area back in 90s....No seats in plane , no drugs, nobody ever arrested?? Newspaper clipping framed on the wall of Shut Up Franks.

Some people like to demarcate property boundaries with a bulldozer!
I prefer using survey stakes/monuments.
Thankfully, the developer did not scrape the entire area bare and create a 500 acre desolate dust bowl.
Would you buy from a developer that marks property boundaries with bulldozed property boundaries?

Woke!
