Minor Crossing into San Diego from TJ/CBX


I am considering flying my 17-year-old son home from Loreto (Volaris) and having him cross at the CBX crossing. It looks like CBX has an unaccompanied minor crossing program.
1) Would I NEED to use that option for him?
2) Any additional advice?

He is fluent in Spanish and pretty confident.

I wouldn't think you have to.

Not the same thing, but US airlines don't consider them unoccupied minors past age 14.

My 14 and 16 yo's flew LAX to Loreto by themselves. They had a note of permission from mom that was notarized. Immigration did look at the letter.

Call CBX to make sure.
