Bear spray is more powerful than the stuff they sell for humans, I carry bear spray might as well be sure.

So, is it legal in Mexico?

I have the stuff in my truck console/armrest compartment and have never had it snatched at secondary or military checkpoints. Not sure what grade youre asking about. Mine is animal grade stuff pepper spray the postman probably carries

i carry that spray when i work in the bush. It works OK on bears. I had a couple of guys trying to steal my truck one day when we were hiking out of the woods. My buddy decided better safe than sorry. He blasted them with that stuff, "Down went Frasier". It does works very well on humans.

I’ve carried Oso Spray in my door pocket for years. We do have bears where we live in the US. The Mexicans never look at it! Even one bear in Mexico would be too many!

I'm surprised a few black bears haven't possibly survived in the SPM, but maybe they got hunted out.
