Newer Mexican bank regs
Had to close my Mexican bank account at the Bancomer in Vizcaino. I went in to renew my debit card which expires in April and was told I can no longer
have an account without a permanent residence card. FMM will no longer be adequate due to new regulations.

Banks are going to lose a lot of Gringo money. I have an account with Intercam and I don't have residency either, I guess we'll see what happens???

FYI, These are Mexican Govt. tax department regs, not bank regs. It is Hacienda that is requiring the RFC numbers. The banks, CFE, etc. have to
comply.

I agree with you...but here's what happened to us. Both of us have a RCF #'s however CFE would not add it to our account, said it was not necessary.
When we told them..."it may not be necessary however we still would like the RCF # added to our account". Again, they refused.
We then went to Tel-Mex, they added it with no questions asked. I guess that is the difference in a Government ran company versus a privately ran
business.

Has nothing to do with CFE being government-run, has to do with your local CFE office- they sound like idiots. I registered my RFC with CFE no problem
and they now send me facturas for my payments.

I just read this fairly straightforward article that explains the situation, but not when it changed. Anecdotally it seems fairly recent.
