Airport Immigration problem?

I was in Loreto thanksgiving week. I flew down with my wife Shing, and my bro. Bruce and his girlfriend Kate. I have an FM3, so I don't have to mess with the tourist card.

My brother and about a dozen other random folks who HAD filled out their FMT, but were NOT GIVEN the bottom stub (that you're supposed to keep with you and surrender when you depart).

You should have seen the line at the airport Immigration office prior to departure. EVERY one was fuming that they wer not GIVEN the stub. Some refused to pay the $43 charge to "re-issue". My brother only had $30 in his pocket and that was accepted.... hmmmmm.....

Have any of you observed or experienced a similar problem?

I know this is often a first-timer's experience for some (and my brother WAS a first timer.... even though I'd told him to make sure he received the lower part of the FMT, he was a bit distracted and forgot to ASK for it . . . and didn't mention it until we were en-route to town and I asked him about it again.)

The 2 local Loreto INM guys in town, whom I DO know, are always friendly and helpful and have never tried anything questionnable with me.... We probably should have gone to the city INM office, explained and asked one of THEM for a remedy...

I DON'T want to open a can of worms here or make any accusations or assumptions.... I'd just like to know if you've seen or experienced anything like this before.

Its all just stuff and some numbers.
