The only people that I know of that are flying into Palo Verde is Vuelos de Guerrero Negro who has an office right next to the bus station at the ferry office in Santa Rosalia. I do not know if they connect to Tijuana but I do believe they connect to Ensenada. They also fly daily from Guaymas.

Thanks for the Palo Verde info, Pescador. Next time that way, I will stop and get a phone number and rates from them.

The bus stops in the immigration parking lot for a cursory check by the policia/federales, but you don't disembark to get FMTs. All that is done at the airport. Trust me. I do this all the time. Only if you are driving yourself across can you stop for the FMT at the immigration booth at the border.

If you're on a shuttle/taxi you get your FMT at the immigration counter at the airport. You'll show your passport, fill out the form, then go across the lobby to pay for the FMT at the Aeromexico counter, then back to immigration for your stamp, then on into the ticket counter area.
