Give us more information. Are you talking right now? When does she need to be there?
The more details you give, the more likely you are of getting connections made.

There is always the bus to the border, walk across, take the trolley (it goes right to the border) into the downtown train station (a mile from the airport) and shuttle to the airport.

Around the second week of August, going to be flying from S.D. to the N/E U.S.A.

bus to Ensenada, no problema....is there a bus from Ensenada directly to S.D. Airport???

ABC buses have service from Baja to San Diego, ask them at the Ensenada bus station.

it's a $40.00 Taxi trip from the boarder or you can take the trolley it leaves every 15 20 minutes and gets you pretty close to the air port.
