"free" tourist cards

Last Tuesday I went to Immigration at the Tijuana Border with 25 students and sponsors. I asked for the free 7 day cards since we were going to Bahia de Los Angeles for 6 days. The agent and his supervisor said there was no free card, we had to pay the 210 pesos. I asked if the law had changed since I'd heard about the policy. After a 5 minute explaination about the law, the fee, and how he had to pay to get a US tourist visa no matter how long he stayed in the US, he said he would make an exception since it was a student group. We got the cards at no charge.

Has anyone else had success or failure getting the free 7 day cards?

Baja Tourist Permits/Visas

Hi:

Today we had Teresa Matamoros from the Baja California Tourism Department come on the radio show and explain that you don't need a tourist permit if you are staying under 7 days in Baja. You don't even need to stop at the border she said.

Please listen to the show at:

Thanks,
