USD = $ 3.24 US.
That PEMEX station is only giving you 12.3 pesos exchange rate.

DON'T KNOW WHAT THE TOTAL PESO AMOUNT OR THE NUMBER OF LITERS PURCHASED ARE SHOWN ON THE FACTURA IS BUT THE TOTAL PESO AMOUNT DIVIDED BY THE NUMBER OF
LITERS SHOULD EQUAL 11.38 SINCE THAT'S THE OFFICIAL Pemex RATE FOR MAGNA. SOUNDS LIKE YOU GOT A HELLUVA DEAL.
Using the official rate of 11.38 peso per liter x 3.7854 liters per gallon = 43.08 pesos per gallon and 43.08 divided by 12.5 pesos per USD = 3.45 USD
per gallon.

According to the Punta Banda Bulletin board the official rate as of 8/29/2013 is:
1 U.S. dollar = 13.3169978 Mexican pesos.
Also, themoneyconverter.com/USD/MXN.aspx shows the current rate as of 11:00 AM today at MXN/USD = 13.29629
and Banco de Mexico shows it at:
08/29/2013
13.3104
Where did you get the different rates for TJ and Rosarito?

That site shows "Tipo de Cambio actual: $12.70" which is not the official government exchange rate I have been using but I just don't understand why
the price per liter in TJ and Rosarito would be less than Ensenada since its usually a little more in the border area. Maybe the site is not current
since it does not have a date?

12.70 X 4 X 94.64% / 13.00 = 3.69824
So solly. Slight difference. The 94.64% is a 4 liters to 1 gallon conversion ratio.
Moot point anyway as BTT ATM or Casa de Cambio fees are included, pinning it down is like chasing shadows.

Since I live in Mexico I always pay in pesos that I get from the ATM. Yesterday I withdrew 6,000 pesos (6,022 with commission) and my bank deducted
$449 from my account. 6,022 pesos divided by $449 = 13.41 peso/ $.
I then went to my local PEMEX and filled my (33 gallon) tank with110 liters of magna for a total cost of 1294 pesos = 11.76 peso/ liter = $3.31/ gal.

Welcome to shadowland. It's the tipo de cambio and the pump price of the fuel that affected the conversion I addressed. You mileage may vary.

You got that right. I use BofA ATM to get my pesos from Santander bank. Cannot find anyone at BofA or Santander that knows the exact exchange rate
that such a withdrawal will reflect. Usually the rate that is used is the same for the entire day, but no one knows what it is. I have been told that
going to the BofA website or going to the Visa credit card website will have it...it doesn't.
I do know that it is usually close to the Visa Credit Card website rate; usually within $0.06 MXN centavos. Also, I do know that the rate is usually
a very good rate at any given point in time. Very happy with this arrangement as there are no fees charged and the exchange rate is always among the
best rates available.
The only reason gas in Baja is close to $3.25 USD/gal today is because the exchange rate in recent days has risen above 13.3, not because the Mexican
price of gas has fallen (Pemex prices per liter has steadily increased every month for a long time now).
Also, what price you pay in USD equivalency in Baja depends on what you pay for your pesos.
