Well I'm not psychic, not about cars or horses. I look both in the teeth before I buy or ride.

Is the title in your name?
Is the registration current through November 2013?

Again, is the car currently registered in the US, i.e. registration current through December 2013?
What does "passable plates" mean to you? It either has legal plates or it doesn't.
