Telecom Reform Bill


Benefits of the just passed telecom reform bill in Mexico in a nutshell:

- Elimination of charges for long distance calls, beginning January 1, 2015
- Prepaid cellular phone balances will now be good for one year and not just one or two months
- Users of prepaid cellular services can check account balance free of charge
- Number portability available in just 24 hours
- Consumers will receive bonuses for non-compliance and quality agreed in the contract
- Wireless phones must be now sold unlocked
- Service providers must comply with the quality determined by the IFT with penalties imposed for non-compliance
- Any interconnection charges with other service providers shall be eliminated
- Existing telecom infrastructure must be shared with competing service providers
- The digital television switchover will be implemented on December 31, 2015
- Expanded digital programming will be offered
- Mandatory service and equipment requirements for the use by the disabled

The reform package should open up the telecom markets to increased foreign investment, bringing in greater competition and expanded services with better pricing for consumers.

I like all of the listed clauses, (providers selling unlocked phones, WOW), but I am curious to see how this one is going to work out. Didn't they already try that with LD services about 10 years ago?


Not sure of the exact details of the deal with LD but I do know that this reform carries a lot of teeth with it to enforce its implementation. If we see any serious competition to Telmex/Telnor in the coming years, we will know that they're serious...

By the way, I think a lot here will appreciate the fact that soon your prepaid balances will be good for 12 months, not just 1 or 2 months, as it is now.

Tourists/part-timers will be able to buy a prepaid phone, add time and keep the same number for future trips. (as long as it is within 12 months)
