There was a similar article in the San Diego newspaper on Sunday. The Coronado Islands off of Tijuana are 11 miles from the entrance to San Diego bay.
I used to go scuba diving there in my runabout. Lots of boats from San Diego head there for fishing/diving and hanging out overnight in the calm
waters on the leeward side of the islands.
Sounds like we're going to need to abide with the bureaucracy.
