You are in luck, Frank.
Santa Rosalia is an entry point for people on the mainland.
There is an immigration office across from the train in front of town. They are only open 5 days a week, and they are located in a two story white building next to the water.
Don't tell them you have been traveling Baja. It is assumed you came in on the ferry and wanted to get an FMM.
If you tell them you have been traveling Baja...they will send you back to the border.

SONORA is in Mexico, too. Why would one not need to get their FMM at the border with Arizona when entering Mexico?

My sincerest apologies...

My statement was meant for Fuschiagirl13, who was in Santa Rosalia, age is creeping up on me and got my names confused.

The good part is that TJ now has a 24/7 bank so that the FMM can be paid any day at any time....wasn't always so convenient.

I know they aren't obliged to, but a sign letting foreigners know about the tourist card requirement would sure be helpful.

Udo, I have taken to exchanging students' names - I call Roberto Carlos or Juanita by Liliana.....so I second TMW's thought!

I tryed to get a fmm in Mexicali a year ago , with a big line and an over whelmed staff they made an announcement the computers are down , you can go tell any official "the computers where down " try that, Mexico use to give you a 24 hour pass to obtain a visa. Try a little white lie . Yes I know it is not legal trying to help
