Snake ID?

In late May my wife and I were snorkeling in shallow water in the lagoon on the south side of Santispac beach. She encountered this unusual snake (it appeared to be white with black stripes) coiled up on the bottom. She kept her distance and called me over to have a look. The snake was completely passive and didn't move. I wish I had an underwater camera to take a picture. I questioned some long time locals and they claimed having seen sea snakes on very rare occasions in Baja. Anyway after some recent Google research I have found an exact looking snake called a "Belchers sea snake". It has the most deadly toxin of any snake in the world but fortunately is not aggressive. (google it) The problem here is, it is found mostly in the Indian Ocean which doesn't fit for Baja very well. Could this be any other snake found in Baja?

Definitely looks like a sea snake, although I have never seen one with white bands. They are non-aggressive and have really small mouths.
