After a long while of searching and asking on here...I finally ran across the address you can send your tourist permits without stopping at the border. It will cost $.69 cents at the post office...they put on a international sticker too. Now this only works if your permit has not expired...mine was and I don't know what will happen...hope it just goes through the system...maybe, but I may have to pay this time.
I can not figure why this is not published somewhere easy to find...but I have my suspicions.

Hook...I understand what you are saying...but I keep hearing about making you pay double and long delays...maybe mordida. If for $.69 cents you can stop this ...is it not worth it:?:
