but I believe motorists should be made aware,
I don't overreact, just like to be informed,

Rosarito-Ensenada Safety Route Proposed Again. Armed commandos of 60 to 80 people operate between Ensenada and Rosarito without police being able to stop them. Many incidents have occurred on the outskirts of Rosarito and in the La Mision area, but official statistics are unavailable. This situation has led newly elected Mayor Hugo Torres to propose a Safety Route for tourists traveling to and from both cities. This same proposal was made with much fanfare last year, but it never materialized. The route would be designed to protect incoming tourists traveling to different points in Baja, from San Ysidro to Ensenada and Rosarito. A Metropolitan police force would be created which would have faculties to operate anywhere in the corridor. Rosarito has 140 police officers that could be supplied to operate in association with agents from other municipalities, but 250 agents would be needed. The mayors of Tijuana and Ensenada agree with Torres? proposal. The problem is that local elected officials are probably not really in a position to solve the problem, because most of the violence is perpetrated by drug dealers, who are out of anyone?s control.

The drug dealers are not the ones out of control, they make to much off their commodities to bother with simple Thefts and Jackings.

Usually the only time they bother anyone is when that certain individual or individual's is encroaching on their territory or local franchise.

Everyone knows who the real bad guys are but they are not going to name name's because every time they do somebody gets whacked.

Once again I am agreeing with Al G,

The politizi in Rosarito have been out of control for several years now. They have just gotten bolder and bolder in the last couple of years. Perhaps the meth intrusion has gotten greater.

My personal opinion... It is a select group in the Rosarito PD along with a group from the TJ PD. and just like any organized group they grow by recruiting new officers with enticing offers and a "no one really gets hurt" statement. Im talking about the corrador not anywhere else. As far as I know there hasent been a murder in these robberies.

To me this only shows a pattern in that they are trained to organize as a group in a combat or military type situation but are not dehumanized completely. Unlike the the cartel or druggies.
The cartel has the training and organazation and druggies do not, niether of which cares a bit for human life. So something tells me that this paramilitary group may also have mixed in their training, however vague, the preservation of life. I know that sounds strange considering the type of terror they are dishing out, but the fact still remains, whole families have made it through alive.

I think a contact has been made within aduanas as well, to help give the heads up on certain targets. The ring of Rosies is growing, because like any officer, they transefer or know a buddy in a neiboring department and thus recruit him to help collect the treasures.

If you are already a crooked cop, I think the lure of larger prey might overcome the simple shakedowns of $20 traffic violations. If your promised no one gets hurt...... in the beginning, whats the harm right? They do the $20 shakedowns only because its a simple way of life and no one gets hurt.....

I knew a TJ cop who used to joke about his shakedowns and the Gringos.

Thing is once you in, your screwed, so when it escalates you have no choice but to keep with the group for your own survival. It is only a matter of time before this Corridor ring crosses the line, where human life is concerned. It is inevitable. Someone will join, with no conciance and then someone will die. It will be too late for the group to turn back.

Something does need to be done and I think Americans are far more persistant, because being American you are raised knowing what your worth. You dont take crap from any terroristic group, no matter how long it takes. If it affects you directly.... you fight.

You folks are confusing the old days of cops taking little bribes to the current situation. That is a huge mistake. The type and level of physical violence against tourist targets on the toll roads lacks historical comparison. There is also more violence against tourists in the city of Rosarito. One poor soul had his truck and three chocloate labs stolen from the Commerical grocery store last week- with a security guard right there asking for tips to protect your car whilel you shop!

Are they cross border scum? IMHO, Yes. The USA deports (dumps) thousands of illegal mexican felon gang-bangers to TJ every year. The deportees quickly join their fellow "crips" family south of the border, have no legal way to earn a living without papers, so do what they know best- crime. That's why they can rob and assault you with perfect english. They are tied to the drug families, but have their own revenue stream (US!). JMHO though

It isn't just a crooked cop. It's a crooked system. How could anybody swim around in a full toilet and not come out smelling like crap?

My statement and opinion are centered on this small corrador along the Toll rd. Not the entire toll rd. I do not believe that the deaths in events further south are related to whats happening there along the border. They are similer in fashion but are not exact in likeness or level of violence. Rape and murder are a few pegs above major robbery at gun point.

I am in no way downgrading the terror of these families. I dont think there would have been any less terror had they been murdered. It was something that really killed me to hear about. My point is they were released with their lives and that is something I think would not have happened had it been further south or by the hands of gang bangers. You have to look at the facts.

FYI crypts are African Americans, hardly deportee types.

Regardless, unless these so called deportee scum had military training first, I doubt they could organize as a military group. The average gang recruit age is around 13 and as adults are busy commiting crimes for their own group agendas, selling drugs to support it or recruiting new members to keep it going. I think the life span of a gang banger is very short. Those that do make it to Tijuana are out of their element. Many dont even speak spanish, have no money and are very unlikely to gain the trust of a group with these types of resources and level of organazation.

Unless you want to say it is organized crime who is recruiting these deportees. But what would the big fish want with small time armed robbery, ) I say this in comparison to the hanous crimes they commit every week), car parts, jewelry, cash? They have enough money to support a kingdom on theyre own.

It is also my understanding that in order to be a gang banger - full member you have to be able to kill someone first, it is an initiation, same as showing loyalty to organized crime. Which means there is no moral conciance. The conditioning is differant.

One could say that a Gang Banger may even get to the point that they enjoy the kill as much as the hunt in some cases. How do you stay alive long enough to be deported? You have to kill unmercifully or risk looking weak. Fear is the motivator thats keeps you alive, that and a rubber neck to see who is behind you all the time.

If you want to say that they are gang bangers, then you have to look at the history of Gang Banging. Trust isnt given just because you were a banger in the states, you'd have to prove your way in again. Traditionally as I mentioned, by random murder.

So why werent these particular victems killed? The ones stopped between Rosarito and Tijuana and escorted elsewhere? Wouldnt that be a prudent thing to do? Considering the level of these crimes?

No I think gang bangers, organized crime or plain ol street thugs would kill the victems in fear they would be discovered.

That does however bring up one question for me. Cops know that eventually a pattern will set the stage for clues to theyre identity.

I am just stateing the factual and logical evidence and where it points to now. I cant really say thats who it is just that IMHO the clues point that way.

A crooked system yes, same as me as saying "its a way of life". But a crooked system doesnt mean all cops are crooked. I really believe there are some good men and women in there.

Call me nieve but I think that all men are created equal....... in the beginning. The choices are what change the good to bad. Not everyone chooses to be bad. And not all the tijuana cops murdered are over bad deals. SOme are murdered because they hear things and are not part of them. They chose not to be.

Every cop in every town in baja knows exactly who the bad guys are, why would they want to catch em, that would ruin one of their sources of revenue.

Corruption is too deeply rooted in their culture for any results in the near future, it will only get worse!

Ley's see if I remember this correctly.....the theft of the truck (a Ford F-150) and the three dogs (more on that later) were stolen from the Commercial parking lot near downtown Rosariro.

the dogs were variously described as Golden Retrievers, Yellow Labs, Golden Labs (???) and Yellow Retrievers (??). the report was posted supposedly by either the wife, the soon to be ex-wife or a friend.

Would really like more info on the current theft, unless the dogs morphed into Chocolate Labs........maybe this is a professional victim who changes dogs every once in a while???
