...to drive (or ride a bicycle) from the U.S. to the southern tip of Baja without driving on Highway 1?

OK,

Last year we met a bicycle rider from Switzerland named Alan. He was just north of Bahia de Gonzaga on the dirt road---he had started in Argentina.

OK, so there is one step. Now, In the Bahia Asuncion area there is the dirt road to Abreojos, and our Mountain Bke team has told us that one can ride from BA to San Igancio. Step two

Now, from San Igancio one can ride to Scorpion Bay---Step Three

OK, big gaps here that need filling in, but I would bet it is possible.
