It is NOT SD Places and CDL License that are the problem, it is COWS.
Since we have gone from a question about SD Plates and CDL, to pollution, I think it is time to set the record straight and focus on the real problem.
COWS, yes, those loving 4 legged creatures.

When I last smogged a Samurai that I was concerned about, I was surprised that it's figures were about one-quarter the allowable limits. The Smog guy
said that he'd never seen a Samurai still running that didn't meet the allowances.

It wasn’t that difficult, and thanks to those of you who provided useful insight. But now that my character has been impugned and my avatar abused, I
will end my participation on this particular thread. .
But not before a final word on the folly above. Seems to me that pedantic posts like many displayed on this thread do little to improve the dialog.
They do have the tendency to scare people away from posting. Happens far to often on this site. An innocent question leads to a lecture from on high.
Happens far to often in America. Polarized opinions do not lead to sensible compromise.
The question was not about smog testing. However, there is no doubt that smog control laws have been very successful in reducing the high levels of
pollution that we used to endure. For example, the Ontario/Riverside basin where I finished high school had horrible smog in the late 60’s. I’ll never
forget gasping and hacking all through our two-a-day football practices in August. Now the skies are much clearer even though there are more cars on
the roads. Good. And as a society we need to continue our efforts to live as greenly as possible. Our 100% solar powered home in BCS helps.
Testing of vehicles no doubt helped reduce smog. Perhaps testing still does help a little bit in the case of the few gross polluters on the road. But
most of the improvement happening today I’ll bet is due to cleaner exhaust and mileage efficiency standards for newer cars. The old smoke belchers
have long ago met their destinies in the junk yards. I haven’t had a car fail a smog test in over 25 years. And I’m quite sure our 2000 Jeep grand
Cherokee would pass with flying colors. I’m just not willing to drive it on a 2000 mile round trip just to prove the point. That would be silly and
wasteful. Last year the nice lady at the California DMV granted me the waiver, but stated in no uncertain terms that the next time I would have to get
it smogged if I wanted to continue to register it in CA. Maybe she was blowing smoke, but I did not want to risk being out of date with my
registration if I tried for another waiver and got denied. So, on to South Dakota.
Next car purchase will be in Mexico. Problem solved. Oh, and that won’t be for a while. I don’t turn over cars as frequently most folks do. That would
be wasteful too. Our throw-away society is a whole different issue we could beat up on this board.
Let’s let this thread die.

Just wondering.........Does anyone know what type of emission control or inspection/maintenance program Mexico has in place for motor vehicles to
either clean up or reduce carbon monoxide, hydrocarbon or particulate emissions from motor vehicles either country wide or in specific areas????

I have heard way back when that they had some kind of program in DF. I don't know......just what I heard. Of all places, that would be a good place
to start. I've also heard that the air quality is so bad, birds can't live outside.
I've heard a lot of things I can't verify but, that won't ever keep me from giving my opinion.

Another Wrinkle to the address Q ? FYI.
Picking up mail at my High Desert P.O. box, I found a (form) notice from the Postal Service that I needed to verify my registration information
promptly OR my box would be closed.
Taking it in, I was told that I had to fill out a new form and provide TWO different Government-issued (Fed or State) methods of verification which
showed the physical address I was claiming to rent that P.O. Box. No Utility bills, no Insurance Company cards. Only Passport, Vehicle Registration,
Driver's license, etc. Looking at my latest CADL, I was surprised to note that it no longer lists the physical address, only the mailing, so I
didn't have two with me. Went back today and took care of it with my Passport and registration.
When I mentioned that I'd had that box for THIRTY years (1978) and had proven my physical address before, The Postmistress (?) showed me the notice
from the Postal Service requiring it of Every Box holder. No Exceptions.
It MAY be other postmasters will interpret the requirement differently, there is no question that the above is the requirement.
Interestingly, the only place on my passport that shows my Physical U.S. address is where I wrote it in on the info page, but that was OK with USPS.

Nearly every city in Mexico you enter has signs posted at the city edge stating mufflers required by law and also signs which say don't use gearing to
slow down (because of the noise).
Por emplo:
NO FRENE CON MOTOR
CONCEDA CAMBIO DE CIERRE SU ESCAPE
NO UTILIZAR FRENO CON MOTOR
I don't know what satisfies the legal requirement, but it seems to be related to sound level.
