Nearly every city in Mexico you enter has signs posted at the city edge stating mufflers required by law and also signs which say don't use gearing to slow down (because of the noise).

NO FRENE CON MOTOR

CONCEDA CAMBIO DE CIERRE SU ESCAPE

NO UTILIZAR FRENO CON MOTOR



I don't know what satisfies the legal requirement, but it seems to be related to sound level.

There is enforcement. Any vehicle that passes the transpeninsular highway through cities will be stopped quickly if they pass making excessive noise from their exhaust.

It seems you might enjoy a little vacation and get out of the house and check out Baja!

You are very negative of law enforcement in Mexico, today there were police out pulling many people over and checking registration. This was a major force of officers.
