Not sure if dnl is still checking this thread, but when I went to Cabo Pulmo the last time (it was either 2008 or 2007) I saw some "security" people camping in the middle of nowhere. They weren't that many of them, but it looked like there are group of 2-4 at each post.

I was told that they are hired by developers and stay there to discourage locals and visitors who may trespass. Maybe you saw these people reporting to their posts or they might be locals who were headed to confront those people?

Your description of security people seems to fit, with locals or some other bunch headed to confront them. We noticed some kind of out of place men camped a way back from the beach, right by the road.
